VPS upgrade: second opinion needed

I am a server noob so I would like a second opinion.

problem
Sites go down with annoying frequency, plesk panel unreachable.
resource alerts showing:
Red zone counter_memory_share_used
Resource numothersock red alert


My ISP suggest to upgrade from VPS 2048 :
RAM 2 GB
Processors 4
Diskspace 40 GB
Datatraffic 1000 GB

to to VPS 4096 :

RAM 4 GB
Processors 6
Schijfruimte 80 GB
Dataverkeer 1000 GB

Will this solve my problem?

I have a faint feeling: NO.

I think that it is more Virtuozzo related question than Plesk. It is VPS resources question. Just use VPS with more RAM and other resources if you think that Plesk will work better there.
 
First of all I will check disk I/O. What shows Top?

If you want to see I/O of disk, you have to log in to server via ssh. Do You have access to your server console? I don't know another way.
 
I suggest also check messages about OOM killer triggering for this VPS in /var/log/messages on Virtuozzo node. It may kill apache or other Plesk processes inside VPS due to lack of resources.

I do have ssh access. Where can I find that?

I looked at the first message (there are a lot there) First thing that striked me is:
WARNING: rsyslogd is running in compatibility mode. Automatically generated config directives may i
nterfer with your rsyslog.conf settings. We suggest upgrading your config and adding -c3 as the first rsyslogd option.


Where do I find rsyslogd to change this config?
