Web Deployment on Windows 2012 R2

Im trying to deploy a web site from Visual Studio to a Plesk Account, but only the server administrator account can connect to the server.

I have installed this items on the server using the web platform installer..

Web Deployment 3.5
Web Deployment 3.5 For Hosting Servers
Web Deployment 3.5 without bundled sql support(latest)

On Plesk Panel i get this under Panel Components
Web Publishing Switched off Microsoft Web Deploy 3 (the required delegation rule 'appPoolPipeline, appPoolNetFx' does not exist)

This server has been restarted and still only admin account can connect from VS2012
Plesk User accounts keeps returning a 401 Unauthorized

Any advice will be appreciated.

I have the same error.
