Webmail - Windows login prompt

When I try to access my webmail, I am receiving a windows login prompt instead of the Horde login page. It eventually gives me a 401.1 error. I believe it to be a permissions problem with either the site or app pool. Any ideas or thoughts?

Please be sure there are read & execute permissions on <vhosts>/webmail for user groups psacln and psaserv
