Website Display issues post 8.3

So I updated to 8.3, no errors. All seemed fine, then I started getting messages from my clients that their websites are "acting wierd". I checked into it and any websites utilizing PHP and MySql go on and offline periodically for no apparent reason. Hit refresh, the site works. Hit refresh again, the site does not with "Cannot display the webpage".

I'll post more once I get more info....
