Website not showing Chinese characters

Hello

We have implemented a web site in Plesk 11.5

Plesk is running 11.5.30, PHP 5.3, SQL 5.1.73.

The Chinese character are displaying "????"

In phpmyadmin the Chinese characters are displaying correctly. If you add data to the database thought the website screens the Chinese redisplays correctly on the website but cannot be seen in Chinese characters using phpmyadmin.

We except there is a PHP setting required ?

Any ideas welcome
