I have fixed websrvmng.exe issue in few seconds.

Yes

1) I search websrvmng.exe in C:\ and got it this files download in Micro updates.
2) Copy latest websrvmng.exe file from Micro updates and then replace with original location. < C:\Program Files (x86)\Parallels\Plesk\admin\bin

and it's works without any restarting any thing.

here is the websrvmng.exe file location in MU

1) C:\ParallelsInstaller\parallels\PANEL-WIN_10.4.4\microupdates\MU13\admin\bin
2) C:\ParallelsInstaller\parallels\PANEL-WIN_10.4.4\microupdates\MU16\bin

Keep in mind take a backup of old websrvmng.exe and replace with above said.
