What's the difference with Parallels Plesk Plus 8.3?

For Plesk 8.3 for Linux, what is the difference with Parallels Plesk Plus 8.3? Can Parallels Plesk Plus 8.3 to be installed on either linux or windows server and communicate with either linux or windows server? Anyone have any idea about it?
