Question Why not set upload_tmp_dir

Dear, so many CMS as Joomla need a upload_tmp_dir! Why this is not setted and produce a lot of questions about this! Yes we know, set then the default setting will been used, but why is not set as /tmp for all webspaces?

And where is the best place to set default for all webspaces?
