Resolved Wrong handling modsecurity in plesk?

Product Plesk Onyx Version 17.5.3

I have modsecurity2.9.2-1.el7 and Tools -> Web Application Firewall is set as "Off". So why I get this modsecurity error when modsecurity is not activated?

My problem is that hundreds of images can't upload because of MULTIPART_UNMATCHED_BOUNDARY send a 500 error. Is here a solution for this error or I must modsecurity uninstall in plesk components?
