xinetd dead but pid file exists

Hi,

I am getting the following error message on my server. xinetd service is getting killed after every 2 minutes.

"xinetd dead but pid file exists"

Could anyone please update on why this is happening ? Qmail is also down. I have made proftpd standalone.
