The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.
Please be aware: with the Plesk Obsidian 18.0.78 release, the support for the ngx_pagespeed.so module will be deprecated and removed from the sw-nginx package.
What you describe might have been the the problem but not sure.
It also seemed to serve files from another / old vhost. very strange.
When i created a new subdomain it could not find/serve the webfiles.
very frustrating problem to solve from within plesk since there is no error anywhere...
cant find a solution.
this does not change anything:
# /usr/local/psa/admin/bin/php_handlers_control --reread
site seems to run fine otherwise.
reports this php version: 5.6.37
i think the problem is the domain 'domain.tld' already existed and now i can vaguely remeber that somehow in the past it was not possible to add a subdomain of an already existing domain as new domain.
but this time it allowed it to add xyz.domain.tld as a new domain and plesk got confused.

PROBLEM DESCRIPTION:
adding a domain like:
xyz.domain.tld
as new domain results in no error
and i get an email:
A new domain...
i keep getting: Warning: Information on some packages might not be actual: inconsistencies were detected in the system's package manager database. Please resolve this issue manually.
but
dpkg --audit
gives no results.
and
plesk sbin pum --check
also no results
what to do?
apparently it were these two that were updated:
libssl1.0.0 1.0.2g-1ubuntu4.9
openssl 1.0.2g-1ubuntu4.9
but if i do a check dpkg says they are fine?!

another update error this week:
