Sounds like you've deinstalled Plesk and then installed it back. FYI: there should be dumps of Plesk DB in /var/lib/psa/dumps, if memory serves me right. Restoring one of them might help you.

Looks like your installation was not upgraded completely. Normally during upgrade to 12.0 Roundcube and Horde are reconfigured to send mail via SMTP instead of sendmail. Check your upgrade logs for errors and warnings.
These are not PHP options, but rather Apache modules. You may enable and disable Apache modules from the Panel settings. You may install additional modules using your OS package manager (yum).
