Nobody replied... so took a chance, created a VM snapshot and went ahead and deleted the files and folders in the GUID subfolder of Recycler. No issues with processing, all seems to be ok. One thing I did notice however... since implementing this work-around, I no longer receive an email...

Apparently the answer is yes. Deleted last night processing ran without a hitch and no issues with site processing following removing the files.
