12.0.18 Update #48 number of issues

so my dedicated server updated to 12.0.18 Update #48 on the 29th May
since then issues have occured:

Magento installs - couldn't access admin - server admin increased the max_execution which allows access to admin but takes about 1 minute to access

SMTP - no sites on the server can access the SMTP SERVER it just times out

Magento specific issue again - the search function times out producing no results

any ideas?
 
Have you tried to restart mail server at least?
Any error messages from related logs, etc?

i will ask our server admin to restart the mail server as this has not been done
with regards smtp there have been no messages
i will update asap - thanks for the reply
