4 GB Memory Upgrad - Slow Down whole server!

we upgraded our linux debian server 4.0, with 1 GB ram, pentium V 3 Ghz and installed 4 GB of memory

restarting server and since then, we have big troubles. the whole server is slowing down.
below you see the values. the problems seems to be apache. its consuming the most cpu of all the tasks. we tried everything. we migrated heavy mysql dbs to some other server, we protected the server against smtp flows etc. etc. nothing did help
whatever you do, the server is very slow and average load has grown by 4x (before upgrade we had 0.8 - 1.5, now have 6 and higher !)

any idea ?? what we also had during booting up the machine. normally it takes 5-7 minutes. after upgrading memory, the apache and some other services had 4x longer to startup.
