500 Internal Server Error with CGI Program

Hello, i have Plesk 9.3 on a Windows Server 2008 with IIS 7.

When i try to run an CGI install Program for a CMS in the Virtual Directory /cgi-bin i get an 500 Internal Server Error. If I run the CGI install Programm in the Directory /test/perl which is also installed by Plesk the CGI Program runs fine.

Any Help is appreciated.
