Hello, @jmar83. We attempted the reproduce the reported issue, however, the bind-address value is changed accordingly in /etc/mysql/my.cnf and remote access is established without an issue. With that said, the issue you are experiencing is not due to a Plesk bug.

I would suggest opening a ticket with Plesk support for an investigation of the issue on your server. To sign-in to support and open a ticket go to: https://support.plesk.com
If you got your license from a reseller, your reseller should provide support for you. If the reseller does not provide support, here is an alternative to get support directly from Plesk:

oh so i was wrong bit /etc/mysql/my.cnf is the right file?

there i also see: 'bind-address = ::' (which should mean public address / bind to every IP address not just localhost/127.0.0.1)

Will try to look closer at this issue - thank you very much :)

Can't find what the problem is... and also strange imo that nobody from the plesk stuff is interested regading that issue!!
