access with ip address

I am in the process of migrating from an ensim box to a new one running plesk 8. Some of the sites are running cgi and php scripts that need installation. I would like to install these before I change the DNS info, to make sure that the sites are fully running.

Problem is, I can't seem to access sites via their ip address, even though these sites have "exclusive" use of the ip.

What's the deal? I appreciate any help with this.

Try restarting Apache.
