"Add Domain Alias" Greyed Out

I've set up my Subscriptions to have unlimited domain aliases, but when users log into their control panel the "Add Domain Alias" icon is greyed out and the tool tip says "Permission denied".

What permissions do I need to assign them to make this work? (I've already allowed everything I thought would be relevant)

I found it ... there are a whole lot of options that were hidden under "Show more available permissions".
