    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

Hello!

Plesk 18.0.47 is very outdated and it was removed from download site, so that's why you cannot manage components. You can either remove unneeded packages via yum (less desired), or first update to latest version (18.0.64 at the time of writing), and then manage components via Plesk installer
 
You should be able to remove it by executing:

yum remove plesk-php54*

If that doesn't work, please run yum list installed | grep php to check the installed packages. Still, as mentioned by @mizar it is best to consider an update to the current version rather than manually removing components.
