After upgrade to 10.3.1: Fatal error in /opt/psa/admin/plib/Os.php on line 16

After upgrading to 10.3.1 I get this error in /var/log/sw-cp-server/error_log whenever I try to create a new domain or subdomain:

System is Ubuntu 10.4 LTS 64-bit.

Looks like upgrade was not successfully completed. Did you try bootstrapper repair?
