allow IP for mysql

If you edit your /etc/my.cnf and remove or flag the
Code:
#bind-address = 127.0.0.1

Then you would have allowed remote access to your MYSQL server. If you only want to allow a particular IP then you can close ALL 3306 ports in your firewall then only add a few IPs to have access to that port ..You can do that easily with Plesk firewall module.
