Question Allow remote connections from any host, not working

I've just created a new database on a new server and then created a new user with it access control set to Allow remote connections from any host.

I can connect to the database fine with the credentials on a website hosted in the server. (using the IP address not localhost).

However when i try to connect from somewhere else. I.E another sever, Mysql Workbench and SQL Server Management i get connection failed.

Any assistance would be greatly appreciated.
