Anonymous FTP link won't work

I want users to be able to use anonymous FTP by clicking on a link. I have enabled anonymous ftp and it works if I just type the path in the address bar, but not with a link.

The page allows the user to browse to the files they want to upload, then I have a submit button to access FTP.

Right now, it prompts for a password. What am I missing?
