Anyway to auto-turn on publishing?

Hello,

Is there any way to automatically enable publishing for new users? Does anyone know of any code changes?

I have hard coded the script to use our ftp server and would like users to be able to sign up and pay for our FTP account and then automatically be able to publish their site without an Administrator having to log in and enable the account.
