apache fail to restart or takes a long time when changing subscriptions

in plesk 10, if changing a subscription on an existing domain apache service either fails to restart all together or takes 20-30 seconds.

Cant have sites off line for 30 seconds everytime a change is made in plesk.

I am experiencing the same Issue! This is very annoying! Is there yet a solution for this?
