App_Data folder permissions problem

The App_Data folder that plesk creates by default has only administrator permissions. That means I can access this folder and change it's permissions only from the administrators account. I have to change the permissions manualy so website administrator can access this folder.

How can I change this behavior so that plesk gives access permissions by default to the App_Data folder for newly created domains?

Such ability is available since Plesk 8.2 for Windows.
