how come i dont have access to it? do i have to purchace it seperatley or something??

is it included in you licens?
Else hoy have to buy it as a addon.

If you have buy it, then you have to install it in your plesk setup.
Goto control panel->add/remove programs fint plesk, click change and follow the setup.
Find the application vault and set it to run.
Click next to your finish.
