We have some server with few disk space, and someone have an heavy apspackages directory... reviewing content, I see that there is an "cache" directory in every one, it safe to delete this content? this will affect to some client about our web app installed from plesk?

Try to go to Tools&Settings -> Application Vault and click Clear Cache button there.
 
You can create Scheduled task for command

# plesk bin aps --clear-cache

at least.
