Backup manager or migration manager on new install

I reicently installed plesk 9.2.1 on a clean 2003 server with iis and Sql 2005 pre installed. The backup manager and the migration manager will not load and throws the following error: Failed to parse response. Reason: Failed to read data from stream Process output:

I installed another server 2008 and the same problem ocured. Is there any one else who may know what this means?
