bandwith-limitation - no access?

I am running Plesk 11.0.9 o Ubuntu 12.04.
Both installed two month ago from scratch.

I am hosting 4 domains as panel-admin in one webspace - and having strange bandwith-issues. So i have a look at the build in bandwith-limitation coming with plesk.

All domains were build with "unlimited" plan, thats what the panel shows. Now I try to set a bandwith-limitaion to see, if everything is working well (because sometimes bandwith seem to become terrible low, and grows back fumbling around in the panel).

shows bandwith unlimited, there is no button or field to enter anything. Strange?

so i tried to change bandwith-limit by using different service-plans. There I can set different bandwith-limitations, but the subscriptions stay unsyncable. (synchronisation failed, plan value and subscription value are displayed right, aviable value says "not supported".

The same things are happening, if I try to change the bandwith-limitaion in the unlimited plan, which is in use.
I´ve tried to set the plan to "none" but the following customize-run offers no settings for bandwith limitations.

whats wrong there, what is missing?
how does Plesk try to control bandwith (found no apache modules loaded, which do that)?

is it possible to disable bandwith-limitation-mangement by Plesk completly for sure as panel admin or root to check if this is a Plesk issue.

You're trying to do as admin (root) or for clients side (means they don't have access to bandwidth)?

Have you checked in subscription, does it have enabled/disabled "Hosting performance settings management" (you will see the option anyway as admin):
If granted, allows to adjust performance settings: Maximum bandwidth, number of connections, and per-site PHP performance settings.

Enter in Control Panel for domain, click "Websites & Domains" -> "Show Advanced Operations" -> "Bandwidth Limiting" (try there).

thats what I did first. As I said: there is nothing to set. just "unlimitetd" shown.
 
Fumbling around I thought, maybe bandwith-limitation is only done with nginx. So I installed and started this service.
Now pages for controllig bandwith-limitiation are disappearing completly from the panel. But in serviceplan you can still set something - but will it work? nobody knows.

Finally I found it (looking for a missing mailman installation):

Bandwith-Limitation in Plesk is done with Apache mod_bw.

This wasnt installed by default. So no bandwith-managment was possible - but pages and settings are shown anyway -sometimes-.

Have a look at uploads/upgrades. look for "bw" and upgrade. Disable ngnix. And there they are: panels and settings are shown again and seem to work.

My bandwith issues seem to be caused by rzone.de and and maybe an crappy hoster.
