Bandwith limiting

I have just setup a new downloads server on windows server 2008 standard using plesk 9.3 and want to limit the amount of bandwith one of the domains.

The domain in question currently uses 3mbps via http which is sucking all the speed from our other servers, I have set up Bandwidth Limiting for the domain as a test and set it to 500kb but this make no difference the cisco still says its pull 3-4mb.

Is their a proble with the Bandwidth Limiting function?
 
Thanks for you reply igor, Thats what i did and it does not seem to work.

If I set the limit to 100kb does this set the total amount of bandwith for the domain per second or total amount per client connection per second?
