The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.
Please be aware: with the Plesk Obsidian 18.0.78 release, the support for the ngx_pagespeed.so module will be deprecated and removed from the sw-nginx package.
Like what Raul said, the best method is to use the Plesk Migration Manager to migrate from the old server to the new if the old server is still working. Otherwise restoring from backup is fine but I would usually use the restore method if my server is not working. Migration is usually better too since it does a proper check between the 2 for a 1:1 migration (meaning it has everything it needs that matches the old server) whereas restoring from backup sometimes doesn't. Plus the added benefit is doing multiple syncs before cutting a domain over to the new server to make sure no mail or web site data update doesn't get left behind.
I'd recommend to try the Plesk Migrator anyway, it receives regular updates to fixes issues. Besides, your always welcome to post any issues you encounter during migration on the forum. That way others might be able to help you out. If the Plesk Migrator does not work you can use fall back on using backups.

There is no need to migrate to an intermediate OS version first. You can directly migrate to the newest supported version, which currently is Ubuntu 24.04.
