Blank Plesk Login Page

My Plesk 9.5 login page is blank. I changed the my.ini to show the error being displayed.

Fatal error: Call to undefined function of_get_key_by_product() in D:\Program Files\Parallels\Plesk\admin\plib\common_func.php3 on line 4523

I cannot find anything on this error.

I checked the permissions on the /%plesk install dir%/admin/repository/ folder and the psaamd user has full control.

Any other suggestions?
