Bug or Something Stupid I Did?

Like a few days ago we are having some issue with the plesk cli command "ftpmng.exe --remove-all and ftpmng.exe --reconfigure-all" . When we input those commands in to the command prompt they start running and are doing what they are supposed to do creating home folder in the initpub/server/... . I thought until my eye felt that of the 202 ftp sites he only did the last 147 of them. All that are before is he not processing and i am sure they all are on the same ip range so i am pretty sure that they are i am looking in the right home folder.

To solve this i could do ftpmng.exe --update-user --user-name=<user name> then the the home folder for that users reappears. So my problem is solved but for doing that 55 times for once i can live with it. But every time we have a users that is experience a problem with his home folder and we use those commands again then we have again the same problem. So i am looking for a final answer that can help me get further with my problem.

System information : Windows 2008 r2 X64 bit
Plesk Control Panel : 10.2.0

it was a clean installation of parallels plesk version 10.0.0 , i think it happens after we upgrade to version 10.2.0. We are still doing some transfer from a older linux version 7.5.4 i dont know if it has something to with. We never had the problem before so i am not sure but could be its happend when we upgrade 10.2.0 but not sure of it
