What is the proper method for reporting bugs?

I'm having an issue with quotas. I updated a user's quota and it still shows the old quota on the overview screen, but when I go into setup the new quota is still there.... I don't know which one will be honored. Anyone else have this issue?

Yes, there is certainly something strange going on. FTP stopped the transfer when it reached the new larger quota, but I received an email notice that the account is exceeding its disk space limit. Am I doing something wrong, or is this indeed a bug?
