Can I just remove MYSQL 4.1 and Install old one 4.0.2 instate.?
 
Yes you can do it.
Plesk uses two MySQL servers:
one on 3306 port - clients MySQL
another on 8306 port - admin's MySQL

You should downgrade clients MySQL. You can just stop it and install new on 3306 port.
