Issue Cannot access 8443 port with http

Cannot access 8443 port with http but with https can open plesk admin panel

how i can resolve this problem ?
 
i get this error from whmcs :
Curl error: [7] Failed connect to server.domain.com:8080; Connection refused.

and cannot change ssl mode in product/module setting

Yes since its secured.
Meaning: Plesk only listens on 8443. As soon as you try to access via 8080, the request is forwarded to Plesk internal web server, which denies acess via http. Hence "Connection refused".
 
If you want to access Plesk under http, you need to use port 8880. 8443 as others have mentioned is a secured port.
