Cannot change domain settings after creation

Parallels Plesk Panel version 9.5.4
Operating system Microsoft Windows 2003 sp2

I have created a domain and assigned it to the shared server address. I then tried to change several different settings on the domain and received the same error every time.

Error: Unable to update hosting preferences: Unable to reconfigure Web server: websrvmng failed: The system cannot find the file specified. (Error code 2) at lookup subKey=SOFTWARE\Plesk\PSA Config\Config\Packages\webmail.atmail value= with type 1

We do not use ATMail. MailEnable is the server in use. However nothing has been removed from the Plesk installation.
