Resolved Cannot create a new Plesk subscription

Hello everyone,
I installed a Plesk Web Pro Panel on a root vserver.
I can't understand why Plesk doesn't allow any of these actions.
I log in as root administrator and can manage everything except the actions listed.

Cannot create a new Plesk subscription
Cannot add new domain
Cannot change password

Go to Tools & Settings > Prohibited Domain Names and check that this domain is not listed there.
