Cannot create or get the site.

When I login as a registered user I get this error:
Cannot create or get the site. Please contact the server administrator.

I have setup the host, plan, user and added the plan to the user.

What does this error mean ?

This is solved. The user had already created an site. This had to be changed or deleted.
