Can't add FTP accounts

I log in with the highest level of authorisation - admin -, goto the domain, chose for FTP accounts. And there is no button 'Add FTP account'. What am I missing ?
 
Check 'Maximum number of additional FTP accounts' in Limits for domain.
 
It's not there, these are the fields:
