Can't browse bin folder on any vhosts

When I try to browse the bin folder on any website I receive a 404 error, file or folder not found

There are no ISAPI filters on the domain either

If I rename the folder to bin1 it works fine

On IIS6 ASP.Net isapi_filter actively filters all URL preventing access to /bin URL. Neither behavior
are configurable/changeable
