Can't create database on plesk 18.0.55 mariadb 10.11.3

It error

Error: Connection to the database server failed: SQLSTATE[42000]: Syntax error or access violation: 1253 COLLATION 'utf8mb4_general_ci' is not valid for CHARACTER SET 'utf8mb3'

my mariadb config
collation-server = utf8mb4_general_ci
character-set-server = utf8mb4

I solved it.

because in my.cnf have old_mode=
remove it and restart solved.
