Question Can't get PHP working in CHROOTED

This could happen when the operating system itself does not come with a default PHP version. It should still be possible to use a Plesk supplied PHP version instead.
 
As Plesk comes with PHP 8.1 and no additional configuration is required to use PHP 8.1 along with a chrooted environment, I assume your question is actually how to use a specific PHP version on the command line. I have same "issue", that php is not available within chroot (none at all - no /opt and within /bin only system binaries). So wondered about your statement, that the problem would only be the missing system default (I use the preconfigured AlmaLinux appliance from plesk).
But at your linked site there is the paragraph "Subscriptions configured with a chrooted environment" and this one links to article, that J.Wick linked in the first post.

So seems to be plesk default that there is no php within chroot.
