Change upgrade source 11.5

For some reason my Upgrade Source list is grey'd out in 11.5 and not exactly sure why on 11.0.9 I could change it no Problem

I think it is clearly stated in the description text under grayed out fields why they are disabled and how to make them editable again. So what's the problem again?

Sorry color blind barely noticed it. Where is the plesk installer file located?
