Client to create multiple email accounts

We are hosting a client who wants to create 100's of email accounts, normally this is something we manage, but as it's so many I want to hand over this task to the client. What are the options? Is it possible with webmail/horde/ME to create email accounts? Do I have to give the client direct access to the server login to plesk?
