I just can't get Plesk to work. I keep getting this error:
Couldn't insert domain in Plesk. Plesk returned: Protocol version '1.6.0.1' is not supported. Current protocol version is '1.6.9.1'.

Is it Plesk or ClientExec that I need to fix, and how?

From the looks of the error I would say it's an issue with ClientExec. I would suggest to contact their support for assistents.

The latest Plesk Obsidian version (currently 18.0.41) fully support protocol version '1.6.9.1'. Protocol version 1.6.0.1 belongs to a way older Plesk version.
 
For anyone experiencing this same error and unable to find a solution, I'm posting the solution.
Somehow, the 'Plesk10' plugin was missing from my ClientExec install. If you have this issue you can get it from GitHub or the ClientExec people can help.
You must use Plesk10, not Plesk, as the plugin for your server
