Commerce StarterKit 1.02

I am trying to setup the commerce starterkit 1.02 on plest 7.6 for windows

it runs fine on my home computer server,connects to Paypal no problem

But on my isp account it cannot seem to see a pfx file that it needs

any ideas most welcome.
