Issue Could not open Repository at "/etc/sw/keys": Invalid repository: unknown or unsupported format

Plesk version and microupdate number

18.0.55

The Plesk admin interface is unavailable and I get this error message:
Could not open Repository at "/etc/sw/keys": Invalid repository: unknown or unsupported format

and the contents of all subfolders of /etc/sw/keys are missing. All are empty!
